I might be wrong, but I think I've seen that quote or something very like it attributed to Ann Coulter.
She's made various similar comments, and its not a surprise that someone willing to pay thousands of dollars to go on a NR review might have assimilated such views.
The most obvious that comes to mind was Coulter saying John Lindh should be executed so that liberals know that they can be killed, too.
